Justin Bruening

This is episode is called "Knight of the hunter"
from the TV series Knight Rider (2008).
Justin has his hands and feet tied with cable ties
while sitting on a chair (so he´s not really tied to the chair).
He is interrogated getting some punches and beatings
and is later on also tortured with water.
